Cow Herd Size in Ukraine Decreased in July

Military actions, rising production costs, relocation, and market uncertainty are holding back farmers from increasing their cow herds, reports Georghii Kukhaleishvili, an analyst at the Association of Milk Producers. According to preliminary data from the State Statistics Service, as of August 1, 2025, there were 2.1515 million head of cattle in Ukraine's household and industrial sectors, including 1.1404 million cows.

Dairy Farms in Western Regions Show the Highest Milk Yields

The commercial sector has increased its raw milk production since the beginning of 2025, driven by the development of dairy farms in the western regions, which are boosting their milk yields, reports Georghii Kukhaleishvili, an analyst at the Association of Milk Producers. According to preliminary data from the State Statistics Service, in July 2025, farms of all categories produced 663 thousand tonnes of raw milk, which is 6 thousand tonnes more (+1%) than in June 2025 but 11 thousand tonnes less (+2%) than in July 2024.

Milk Prices Rise Amid Demand from Confectioners

Weak domestic demand for whole milk products and uncertainty regarding the prospects of commodity exports to the EU will restrain the growth of purchase prices in Ukraine, reports Georghii Kukhaleishvili, an analyst at the Association of Milk Producers. Cabinet Approves New Procedure for Livestock Support

As early as 2025, Ukrainian farms can receive:

Partial reimbursement for the cost of purchased domestic and imported breeding heifers (for dairy, dual-purpose, and beef production), as well as breeding beef heifers—up to 80% of the cost (excluding VAT), but not more than UAH 50,400 per head.

Partial reimbursement for the cost of facilities—up to 25% of the cost (excluding VAT) for the construction and/or reconstruction of cattle housing, milking parlors, and facilities for processing animal by-products (categories II and III), for which work began no earlier than February 24, 2022.
