AMP and UDEU Appeal to the European Commission to Extend Autonomous Trade Measures

The European Commission does not plan to extend the regime of autonomous trade measures (ATMs) for Ukraine (the so-called "trade visa-free"), which is valid until June 5th.

This was announced during a briefing by the European Commission's spokesperson, Olof Gill, as reported by "European Pravda".

"We intend to ensure a smooth transition to a new regime where all trade arrangements will be enshrined in the deep and comprehensive free trade agreement that we have with Ukraine," said Olof Gill.

"Thus, we intend to carry out a transition that will allow the ATMs to expire, after which all the details of liberalization will be programmed into the DCFTA," he clarified.

In response, the Association of Milk Producers and the Union of Dairy Enterprises of Ukraine have appealed to the European Commission with an urgent call to extend the autonomous trade measures (ATMs) for milk and dairy products after June 5, 2025.

"Today, as the situation in Ukraine remains extremely difficult, the need to extend the ATMs is even more pressing. We call on the EU to take urgent measures to extend the ATMs after June 5, 2025, providing protective mechanisms that will take into account the interests of all parties. This decision will not only support Ukrainian producers but also confirm the EU's commitment to economic and political partnership with Ukraine, strengthening our common goal – the integration of Ukraine into the European market," the statement said.

The European Dairy Association (EDA), recognizing the need for a long-term establishment of ATMs with appropriate safeguard mechanisms to ensure the sustainable integration of the Ukrainian dairy sector into the single European market, expressed its clear position in a statement for Europe Day 2025:

"We support Ukraine and reiterate our call for a long-term establishment of ATMs for milk and dairy products with certain safeguard provisions, and we also advocate for the long-term integration of the Ukrainian dairy market into the single European market.

The extension of the ATMs after June 5, 2025, is, in addition to economic considerations, a political imperative. The arguments put forward by the EU in favor of the extension in 2024 are more valid today than ever. There is an urgent need to take action at the European Union level," said EDA Secretary General Alexander Anton.

The Association of Milk Producers expresses its gratitude to the EDA for its solidarity and clear position.
