Agrarian Leaders Urge President to Sign Crucial Law

The All-Ukrainian Agrarian Forum (VAF), which includes leading sectoral associations of Ukraine's agricultural sector, including the Association of Milk Producers of Ukraine, has appealed to the President of Ukraine, Volodymyr Zelenskyy, requesting the swift signing of the Law of Ukraine №12148 "On Amendments to the 'Final and Transitional Provisions' of the Civil Code of Ukraine Regarding the Peculiarities of Lending and Financial Leasing During Martial Law."

The law, adopted by the Verkhovna Rada on March 27, 2025, provides legal protection for agricultural producers who have lost the ability to conduct business due to hostilities, temporary occupation, or the destruction of enterprises. In particular, the document:

  • prohibits the accrual of penalties (interest, fines, forfeitures) for the duration of martial law and for one year after its completion;
  • provides for the deferral of payments on the principal amount of the loan;
  • prohibits the forced recovery of pledged property of farmers who have lost access to it as a result of hostilities or occupation.

According to a survey conducted in April 2025 by the Smart Country analytical center commissioned by the Ukrainian Agri Council, the total loan portfolio of the surveyed enterprises amounts to UAH 494.5 million. Of this, UAH 362.6 million accounts for enterprises in temporarily occupied territories, and another UAH 131.9 million for enterprises in active combat zones. Only 38% of respondents were able to fully repay their loans. The remaining farmers remain under financial pressure from obligations incurred before the full-scale invasion.

"This law is a real salvation for hundreds of farmers who refused to work under occupation, lost their farms and homes, but are trying to revive their businesses in the territories under Ukrainian control," the appeal emphasizes.

Agrarian associations emphasize that for the fourth year in a row, agricultural producers have been holding the economic and food front in the conditions of a full-scale war, and they expect a systematic settlement of the issue of the credit burden.
