In 2025, farmers will be able to receive reimbursement for construction or reconstruction costs for farms under the "Financial Support for Agricultural Producers" program, specifically for the development of livestock farming and agricultural product processing, according to the Ministry of Economy, Environment, and Agriculture of Ukraine.
Specifically, in 2025, cattle farmers will be reimbursed for up to 25% of the costs for the construction or reconstruction of farms, milking parlors, and facilities for processing animal by-products.
Reimbursement will be available for facilities whose construction and/or reconstruction began no earlier than February 24, 2022, and were put into operation between January 1 and September 30, 2025.
The application period will begin after the relevant announcement is published in the State Agrarian Register and will last until October 20, 2025. Document review will take place until December 5, 2025.
The launch of a program to compensate for the cost of purchased breeding stock in 2025 is not planned due to a lack of budget funding.

The Law of Ukraine "On the State Budget of Ukraine for 2025" allocates 1 billion hryvnias from the special fund for the "Financial Support for Agricultural Producers" program to support the development of livestock farming and agricultural product processing.
The source of the special fund's revenue is 90% of the rent payments for state-owned agricultural land under the "Land Bank" project.
As of August 27, 2025, the special fund has received 168.0 million hryvnias. Accordingly, to prevent the dispersal of funds in 2025, a plan is in place to reimburse agricultural producers for the costs of building or reconstructing farms.
