Cabinet Approves New Procedure for Livestock Support

As early as 2025, Ukrainian farms can receive: Partial reimbursement for the cost of purchased domestic and imported breeding heifers (for dairy, dual-purpose, and beef production), as well as breeding beef heifers—up to 80% of the cost (excluding VAT), but not more than UAH 50,400 per head. Partial reimbursement for the cost of facilities—up to 25% of the cost (excluding VAT) for the construction and/or reconstruction of cattle housing, milking parlors, and facilities for processing animal by-products (categories II and III), for which work began no earlier than February 24, 2022.

The government has adopted a Resolution that establishes the mechanism for cattle-farming enterprises to receive state support. Cabinet of Ministers Resolution №950, dated August 6, 2025, outlines the Procedure for using funds allocated in the state budget for state support of livestock development and agricultural product processing.

Specifically, farms can receive:

Partial reimbursement for the cost of purchased domestic and imported breeding heifers (for dairy, dual-purpose, and beef production), as well as breeding beef heifers—up to 80% of the cost (excluding VAT), but not more than UAH 50,400 per head.

For reimbursement in 2025, animals must have been purchased between January 1 and September 30.

Farms that receive reimbursement must report on the preservation of these animals in their herd for two consecutive years; otherwise, the funds will have to be returned.

Partial reimbursement for the cost of facilities—up to 25% of the cost (excluding VAT) for the construction and/or reconstruction of cattle housing, milking parlors, and facilities for processing animal by-products (categories II and III), for which work began no earlier than February 24, 2022.

In 2025, facilities, phases, and/or launch complexes for housing (raising and breeding) cattle, milking parlors, and facilities for processing animal by-products in the cattle industry that belong to categories II and III must be completed between January 1 and September 30, 2025.

A recipient who has received partial reimbursement for the cost of facilities, in the event of alienation or use for a non-intended purpose within the first three years, must return the received funds in the manner prescribed by law within two months of such an event occurring.

How to apply:

All documents in the approved forms and annexes must be submitted through the State Agrarian Register (DAR).

The application deadline is October 20, 2025.

The commission of the Ministry of Economy, with the involvement of representatives from industry associations, will make a decision by December 5, and the funds will be transferred to the farms by the end of the year.
