President of Ukraine Volodymyr Zelenskyy has signed law №12148, which exempts farmers in frontline and occupied territories from paying loans, interest, and lease payments for the duration of the war and for one year after its end. This was reported by the Verkhovna Rada of Ukraine.
President Volodymyr Zelenskyy has signed law №12148, aimed at protecting agricultural entrepreneurs from Ukraine's frontline territories. The document provides for the exemption of farmers from financial obligations for the period of active hostilities.
According to the new law, farmers are exempt from paying loans, interest, commissions, and lease payments throughout the entire period of the war, as well as for one year after its official conclusion. The benefits apply to entrepreneurs who, as a result of hostilities or occupation, have lost the ability to conduct business.
The legislator paid special attention to farmers whose property is located in temporarily occupied territories or in zones of active combat. At the same time, the document applies exclusively to loans taken out before the start of the full-scale Russian invasion on February 24, 2022, provided that the borrower is unable to fulfill their obligations precisely because of the consequences of the war.
The law came into force on August 9, 2025 — the day after its official publication. This measure is intended to provide financial support to the Ukrainian agricultural sector in the face of the ongoing war and help preserve the country's agricultural potential.
