The Procedure for Obtaining State Certificates on Animal Welfare Has Been Changed: What Livestock Farms Need to Know

The Head Office of the State Service of Ukraine on Food Safety and Consumer Protection informs: the Order of the Ministry of Economy, Environment and Agriculture of Ukraine dated June 3, 2026, No. 6496, came into force, updating a number of regulatory acts in the field of animal welfare.

The most important changes concern the procedure for obtaining state certificates on the availability of sufficient knowledge and skills regarding compliance with animal welfare legislation.

Reminder: having such a certificate is a mandatory condition for admitting employees to perform work related to keeping, transporting, or killing animals, as well as carrying out related operations.

What has changed?

The preferential mechanism for obtaining a certificate based on existing work experience has been extended until September 1, 2027. Now: • employees who carry out animal keeping, their transportation, or related operations can receive a state certificate without undergoing training, provided they confirm at least 1 year of continuous service (or an equivalent period of part-time work) over the last 10 years; • employees who carry out the killing of animals must confirm at least 3 years of continuous service over a similar period.

The document submission procedure has been simplified From now on, documents are submitted to the territorial body of the State Service of Ukraine on Food Safety and Consumer Protection, and not to the central body. In addition: the application can be submitted in person, through a representative, employer, by mail, or in electronic form (if technical capability is available); the employer is granted the right to centrally pay for the issuance of certificates for their employees; the list of documents has been supplemented with the possibility to confirm work experience not only with a work book, but also with other documents containing information about periods of work.

The procedure for issuing a temporary admission has been changed Another important innovation — temporary admission will now be issued exclusively to personnel carrying out the killing of animals and/or related operations. For employees performing work related to keeping or transporting animals, such a mechanism is no longer applied.

The Association of Milk Producers thanks the State Service of Ukraine on Food Safety and Consumer Protection for taking into account the proposals of agro-associations! It recommends that farms do not delay and take advantage of the simplified mechanism for obtaining state certificates for employees before the end of the transition period.
