Reporting on state compensation - to submit by January 15

By January 15, farms that have received reimbursement of the value of breeding animals and livestock and grain facilities must submit to the Ministry of Economy the appropriate form of information about the business entity.

According to the Resolution of the Cabinet of Ministers of Ukraine 107, such reporting is submitted within two (for breeding animals) or three (for objects) years after receiving the reimbursement and does NOT apply to farms that were submitted only for reimbursement of sperm products.

Completed forms of information in paper form must be sent by 15.01.2021 to 01008, Kyiv, Ukraine, Hrushevskoho Street, 12/2

Excerpts from Resolution 107:

item 8. Partial reimbursement of breeding animals, bees, semen and embryos:

….Business entities shall submit information on the available livestock as of January 1 of the current year, including livestock, the value of which has been partially reimbursed, by January 15 of each year within two years after receiving the budget funds of the Ministry of Economy.

In case of reduction of the number of purchased animals, the value of which was partially reimbursed, as of January 1 of the next two years, the received budget funds are returned by the business entity to the state budget in full in the manner prescribed by law.

ATTENTION: if on the reporting date (01.01.2021) individual animals left the herd, for which compensation was received in 2019 and 2020, there are two options:

а) there is official confirmation that the disposal is forced (due to acquired quarantine infectious diseases or non-communicable diseases acquired through the fault of the owner, as evidenced by the relevant documents: the act of disposal of the animal due to veterinary problems or the act of death in case of death) - the farm must return  in the budget the means received only for these separate dropped out animals;

b) there is no official confirmation that the disposal was forced (went to the slaughterhouse, sold) - you will be forced to return to the budget the funds received for the entire batch of breeding animals.

…Business entities shall submit information on livestock / grain facilities, the value of which has been partially reimbursed, in accordance with the established form, by January 15 of each year, within three years after receiving the budget funds of the Ministry of Economy.
